Thank you everyone for your presence today, and more importantly coming on time. Today is my first gathering with all of you since I was appointed as a Director General of MPB, effective on 12 February 2019.
I hope that this kind of assembly can be organized and attended all staff regularly as this is a good and right platform for us to gather and share some key information & messages from higher management.
To begin with, I would like to share some important messages extracted from the texts of the minister’s speech as well as from the news reports.
PRIME MINISTER’S SPEECH EXTRACTS IN CONJUNCTION WITH JPM STAFF ASSEMBLY – 11 FEBRUARI 2019
The key message delivered by the Prime Minister in his speech is clear, that we must always keep the peace and prosperity of our country. This is because Malaysia is a multiracial country and we are all equal in this country.
Therefore, as a Malaysian citizen, it is not wrong if we want to support a political party, but it must be fair and not too obsessive until it can create disputes between us.

KAWALAN SAIZ PERKHIDMATAN AWAM – KAKITANGAN KERAJAAN SEDIA ADA TIDAK DIBERHENTIKAN – MEDIA RELEASE BY DIRECTOR GENERAL OF THE PUBLIC SERVICE DEPARTMENT (PSD) – 13 MAC 2019 c
Jabatan Perkhidmatan Awam (JPA) menegaskan bahawa kawalan saiz perkhidmatan awam bagi tempoh 3 tahun mulai 2019 hingga 2021 tidak akan melibatkan pemberhentian penjawat awam (pengisian sedia ada).
Sebaliknya, Ia hanya akan melibatkan jawatan yang tidak diisi (perjawatan) melebihi tempoh 2 tahun.
Sebaliknya, Ia hanya akan melibatkan jawatan yang tidak diisi (perjawatan) melebihi tempoh 2 tahun.
Pelaksanaan kaedah kawalan saiz perkhidmatan awam adalah melalui:-
- Penswastaan (Privatisation)
- Penyusunan semula perjawatan (Redeployment)
- Serah urus fungsi (Outsourcing)
- Penyampaian perkhidmatan alternatif (Alternative Service Delivery)
- Automasi (Automation), and
- Pengisian jawatan secara berhemah mengikut keperluan (Filling the posts prudently as needed)
Public service size control is implemented to ensure that the human resources can be optimized. However, not to worry as we believe that the PSD or JPA will handle the matter effectively. Whatever it is, our services and duties at MPB still need to be continued.

GOV’T MAY INTRODUCE NEW LAW TO COMBAT SOCIAL MEDIA ABUSE – STATEMENT BY THE COMMUNICATIONS AND MULTIMEDIA MINISTER, GOBIND SINGH DEO – 21 FEBRUARY 2019
The government is looking into the possibility to introduce new legislation or a parliamentary committee to curb misuse of social media which, if left unaddressed, can cause uncontrolled spread of hatred and extremist ideologies.
He said it is high time for such a system to be created to ensure the spread of false information would not be too rampant to the extent of causing disharmony and chaos.
In fact, his proposal is highly supported as we can see nowadays the use of social media is widespread especially in terms of dissemination and information sharing.
Sometimes, not all the information shared is true. If the dissemination of false or confidential information occurs, the matter will only cause a fuss among the society. Freedom of expression or speech does not mean freedom to promote hate, vulgar or sexist comments.
Hence, we as a civil servants are advised to be cautious when sharing any information or issuing any statements on social media platforms to avoid misunderstanding among the public.

EKSTRAK KENYATAAN MEDIA MENTERI INDUSTRI UTAMA BERKENAAN LAPORAN AKHBAR “LUPAKAN SAWIT, TANAM BULUH” SIARAN UTUSAN MALAYSIA PADA 3 MAC 2019
YB Puan Teresa Kok has stressed that the headline of the newspaper report is improper and can lead to a negative perception of her Ministry.
She was referring to the reporter’s report on “the government's intention to limit the expansion of oil palm cultivation”.
She explained that the government's intention to do so was as one of the measures against anti-palm oil sentiment in Europe which has now affected the export of palm oil to the global market. Additionally, the decline in Malaysia's palm oil prices has seriously affected the income of smallholders.
In short, what she means is that smallholders are encouraged to plant more crops and not just depend on one type of crop only so that the impact of impaired income can be minimized. However, the choice of alternative crops is also dependent on the suitability of land and place.

Ladies and gentlemen,
I am thankful to MPI, MPB Chairman & the Board, for their trust & confidence in me, and grateful to be given the opportunity to serve MPB.
I would also like to thank the Staffs of MPB for your warm welcome.
Interestingly enough, my first job was actually with Jemaah Pemasaran Lada Hitam in 1972.
Back then it was called Pepper Marketing Board (PMB or JPLH) & came under FAMA. I was one of the 4 pioneer staffs & we were the entire department! I remember I joined in May 1972 as Assistant Marketing Inspector. I think some of you were not even born yet in 1972.
[Story] Can I share with you how working life was back then in 1972?
Extension Work, Enforcement of Trading activities,
We had to travel by road, by river … air travel was not common back then
Stay overnight in longhouses – Batang Katibas, Nanga Merit, Rejang River, etc.
Field visits to do enforcements on pepper traders in Kuching, Gedong, Serian, Pantu, Lachau, Sebangan, Simunjan, Sri Aman, Engkillili, Lubok Antu, Betong, Debak, Spaoh, Pusa, Sarikei, Tarasit, Maradong, Kanowit, Song, Kapit, Belaga, Miri, Niah Sibuti, Limbang, Lawas,etc…
I’m very happy that today, 40+ years later, I’m able to be a part of MPB & further contribute to MPB’s continuous development, growth & transformation.
MPB certainly had evolved much since then. I could see a lot of effort & hard work had brought it to what it is today. Nevertheless, I feel much more is required to bring MPB to the next level. There are vast opportunities for improvements within MPB & outside of the Board. For example, to increase productivity & yield of our premium Sarawak pepper; intensify growth of premium quality Sarawak pepper; mechanize the planting process as much as possible, etc.
For our downstream efforts - there is room to amplify the availability & visibility of our premium Sarawak pepper - SARASPICE. We will focus intensively on marketing to promote our value-added pepper both within Malaysia and globally. We will strive – not merely to be the world leader of pepper products, but an outstanding one at that. When people think pepper, they will think Sarawak pepper.
GLOBAL PEPPER TREND
The global pepper price was at all-time high in 2015/2016 at RM50,000/ton for white pepper & RM30,00/ton for black pepper. Now the price is RM15,000/ton for white pepper & RM10,000/ton for black pepper
The current Malaysian pepper industry is rather pessimistic to say the least.
This phenomenon is largely due to surgency of over supply over world demand for pepper. New pepper producers like Vietnam, Cambodia ………. Etc, makes competition stiffer for Sarawak pepper. To stay relevant & market savvy, MPB needs to progressively shape up & revamp extensively before we lose out to stiff competitors.
RETURN PEPPER TO ITS GLORY DAYS
We’ll continue doing the right things, and doing it even better, as competition is catching up with us. We must be innovative & creative. We must continue to innovate & create new ways of doing things, be it planting of pepper, processing of pepper or coming up with new usage for pepper. We must initiate new ways to market & promote our ever-popular quality Sarawak pepper.
R&D: More newer product range will be introduced & commercialized.
Marketing & Branding Efforts:
After joining MPB, I went to almost all the major Supermarkets in KL. I was surprised that I cannot find SaraSpice products. Is this good news or bad news? I leave it to you to judge.
To meet, I see that as big opportunity for MPB to increase sales & distributions of SaraSpice products. I am working hard with our team under En Philip & Cik Catherine on this.
I had started our Re Branding of SaraSpice brand after joining MPB on the 2nd week. I met up with different Advertising agencies in KL to brief and present to them about MPB & Sarawak pepper, and what we need to do to re brand & market our SaraSpice products.
We need extra budget & man-power to help us re-brand & market our value-added products. I am glad to inform that YB Minister & the MPB Board had approved for this re-brand exercise to proceed. I am very confident that we can double our sales this year after the re-branding exercise.
We are launching our e-Commerce (or online shopping) for SaraSpice products, today 1st April 2019. Let us support this and share the link to all our friends, in Facebook and all the social media to promote it.
With the concerted effort of both upstream & downstream, we will have a total makeover of the make & feel of our Sarawak Premium products.
To ensure success for our revamp campaign, we need one more critical ingredient – YOU! Currently we have 391 staffs of various ranks & files, working & supporting each other. Teamwork is crucial for our long-term survival & sustainability if we could exist, co-exist & work harmoniously as a big family.
To facilitate mutual help & teamwork, we must first understand the Board’s business. What is the business of MPB? If I may refer you to the Board’s vision & mission.
VISION: “To be internationally recognized as an organization of excellent and leading authority in the development of pepper industry”.
MISSION: “To enhance the contribution of pepper industry towards national development through effective programmes and activities and excellent services”.
Of course, all these objectives are only feasible with the support & co-operation of each & everyone in MPB, working together & supporting each other. The Board members are ever ready to work hand-in-hand with you all to achieve these goals together. Let’s make 2019 a successful year that you all will be proud to be a part of.
Sebelum mengakhiri ucapan pada hari ini, saya ingin merakamkan ucapan penghargaan dan terima kasih kepada Kementerian Industri Utama (MPI) kerana telah memberikan kepercayaan yang penuh kepada saya untuk menggalas tanggungjawab sebagai Ketua Pengarah MPB yang baru.
This might sound cliché, but this is the fact that we have responsibilities to be carried out, and KPIs to be achieved.
Akhir kata, semoga kita semua sentiasa diberikan kesihatan yang baik agar kita dapat menjalankan tanggungjawab dengan penuh dedikasi. Semoga setiap perancangan yang kita lakukan pada tahun ini serta tahun yang akan datang akan sentiasa diberkati oleh Tuhan.
